Polk County traffic court records do not live in one local database. The citation controls venue. Polk County Circuit Court handles some traffic violations and other violation matters through the Oregon Judicial Department, while Dallas, Monmouth, and Independence each publish their own municipal court rules for city citations. The Polk Circuit Court criminal division says traffic offenses are violations, not crimes, and citation recipients should check the citation carefully to see where the court appearance is set.
Circuit Court violations may be processed by staff in room 301 at the Polk County Courthouse or on the second floor of the jail building, depending on the matter. Dallas Municipal Court handles minor traffic violations, parking citations, city ordinance violations, general violations, and misdemeanor criminal matters. Monmouth Municipal Court and Independence Municipal Court handle traffic and city-code citations issued through their own city systems.

Dallas Traffic Citation Search
Dallas Municipal Court has the clearest city citation search for Polk County traffic court records. The Dallas violation search portal is a Tyler Municipal Online Payments system. It can search by citation or summons number, driver's license, Social Security number, vehicle information, name, or business name. Date of birth is paired with several search modes, and vehicle or driver license searches use a state dropdown.
The portal should be used only for Dallas Municipal Court matters. It will not replace the statewide Oregon Judicial Department search for Circuit Court cases, and it will not locate a Monmouth or Independence citation unless that matter has crossed into another court system. The search fields below are useful because they show why a citation number is the cleanest search key when it is available.

That screen is most useful when the citation is clearly marked for Dallas Municipal Court rather than Polk County Circuit Court or another city court.
Pay or Contest Polk Traffic Tickets
Payment and contest options depend on the court. Polk County Circuit Court directs many eligible payments to OJD ePay, which accepts citation, case, or account number searches. OJD ePay may be used for many criminal, violation, citation, parking, and payment-plan payments, but it should not be used to request a trial, submit a letter of explanation, or plead not guilty. OJD ePay charges a processing fee and accepts major credit cards.
Dallas Municipal Court says a personal appearance is not necessarily required for traffic violations. Its Violations Bureau can take a plea and assess a fine based on the court schedule. A not guilty plea leads to a later trial setting. A no contest plea requires bail or the presumptive fine unless court staff instruct otherwise. Monmouth and Independence publish separate local rules, so a driver should use the court named on the citation before paying anything.

Polk Traffic Record Fields
A traffic court record is the court's file or register entry for the citation. Monmouth's local rules matter because a citation routed to that court is not resolved by using the Dallas search portal.
Court Records vs Driver Records
Polk County traffic court records and Oregon driver records serve different purposes. The court traffic record documents the citation case, court response, plea, judgment, default action, and court money owed. A state driver record is maintained outside the county court file and shows driving history, convictions reported by courts, license status, suspensions, and commercial driver consequences. A court may correct its own record, but driver-record corrections may require state driver-record channels after the court data is fixed.

Monmouth and Independence Tickets
Monmouth Municipal Court publishes a detailed local process. Court appearances are tied to City Hall at 151 Main Street W, while court sessions are held at the Monmouth Senior/Community Center at 180 Warren St. S. Clerk hours are Monday through Thursday, and the Violation Bureau can handle some not guilty pleas, trial settings, and no contest matters. Monmouth also says online or phone payments through Xpress Bill Pay apply only when a fine has already been imposed and a case number is available.
Independence Municipal Court handles parking, traffic, and city ordinance citations issued by the Independence Police Department. The city lists the court at 555 South Main Street and gives the municipal court email as court@ci.independence.or.us. Its page says a no contest plea under Oregon law results in a guilty finding and a driving-record conviction, which is a key warning for people trying to keep a clean driver record. The same page warns that failure to follow a court order, including payment, can suspend a license and add costs.

Independence's no contest warning is especially important because a court resolution can later appear on a separate state driver record.
Public Access and Limits
Oregon public-record access begins with the custodian that holds the record. For Polk County Circuit Court traffic records, free limited case information may appear through OJD Online Records Search, while the official register is available through OECI, courthouse terminals, or OJCIN for eligible subscribers. Routine case inspection may also be handled at the clerk counter. Municipal traffic records should be requested from the city court that holds the ticket.

Polk County Circuit Court treats DUII material as part of criminal or violation processing, not a simple payable traffic ticket. Its criminal division page notes DUII program documents and violation processing at the courthouse or jail building. Commercial driver matters also require care because a court traffic record can trigger separate driver-record consequences. The research file did not capture a Polk-specific CDL exception chart, so no local page should promise eligibility for diversion or traffic school. Monmouth says traffic school may be offered for qualifying violations. Independence also has traffic-school content, but the court's instructions and Oregon law control whether a specific citation qualifies.
Note: A no contest plea can still be a guilty finding for driving-record purposes in Oregon municipal court.
