Polk County Circuit Court Overview
Oregon Circuit Courts are the main state trial courts. The Oregon Judicial Department states that Circuit Courts are located in each of Oregon's 36 counties and are organized into 27 judicial districts. Polk County Circuit Court sits at the Polk County Courthouse in Dallas and is the primary court for state-law trial matters in Polk County.
The Circuit Court handles felony and misdemeanor criminal cases, civil lawsuits, family law, divorce, custody, probate, protective proceedings, protective orders, and some violations. It is not the same as Dallas, Monmouth, or Independence Municipal Court. It is also not the same as the federal U.S. District Court for the District of Oregon.

Polk County Circuit Court List
Polk County has one primary state trial court location in the research: Polk County Circuit Court at the Polk County Courthouse. The court's local program pages identify civil, criminal, family law, and probate services, with the Probate Department and some forms tied to room 301. Criminal in-custody arraignments occur across the street in the jail building.

Circuit Court vs Municipal Courts
Polk County Circuit Court is the state trial court. Municipal courts are local city courts outside the state-funded OJD system. OJD states that county, municipal, and justice courts generally handle violations, lesser crimes, and other less serious matters and are not under OJD administrative control.
The citation or filing controls the venue. A felony prosecution, divorce case, probate estate, or civil lawsuit belongs in Circuit Court. A Dallas parking ticket or Independence Police traffic citation may be a municipal court record. A Monmouth violation may require the Monmouth court clerk or payment path.

Polk County Case Flow
A Circuit Court case begins when a pleading, charge, petition, or other initiating document is filed. Criminal records move from charge filing and arraignment to pretrial events, plea or trial, disposition, and sentence. Civil and family cases move through petitions or complaints, responses, motions, hearings, orders, and judgment. Probate cases move through appointment, notices, inventory, accounting, distribution, and closure when required.

Polk County Circuit Divisions
The Circuit Court program pages identify civil, criminal, family law, and probate service areas. Civil matters include regular lawsuits, debt collection, foreclosure, contracts, personal injury, name changes, and sex changes. Name-change petitions must be filed by Polk County residents in Polk County, while sex-change petitions can be filed in any Oregon circuit court. Forms are available in room 301.

Search Polk County Circuit Records
OJD Online Records Search is the free limited case-data path for Polk County Circuit Court. OECI/OJCIN is the official register route for eligible subscribers and certain court-access settings. Public terminals at the courthouse provide non-confidential Oregon eCourt Information records. Written records requests go to the custodian holding the record.
The PACER CM/ECF court lookup is for federal court records, not Polk County Circuit Court records. Use federal systems only when the case is in U.S. District Court, U.S. Bankruptcy Court, or the Ninth Circuit.

Federal Court Distinction
Polk County is in the federal District of Oregon for federal cases, but a federal case will not be found in Polk County Circuit Court records. Federal criminal prosecutions, federal civil-rights cases, bankruptcy cases, and federal supervised-release matters use federal courts and PACER. Bankruptcy records use the U.S. Bankruptcy Court for the District of Oregon, with Portland and Eugene offices listed in the research.
The U.S. Court of Appeals for the Ninth Circuit handles federal appellate matters from Oregon federal courts. The Oregon Court of Appeals handles most state appeals from Polk County Circuit Court. The similar names can confuse record searches, so the case caption, court seal, citation, or docket number should be checked before using a portal.

Polk County Appeals Path
State appeals from Polk County Circuit Court generally route to the Oregon Court of Appeals, with the Oregon Supreme Court above it. OJCIN routes circuit court and Tax Court records through OECI, while appellate records use ACMS according to the OECI login page. The trial court record and appellate record are related but not identical.
The federal appellate path is different. Federal District of Oregon cases appeal to the U.S. Court of Appeals for the Ninth Circuit. A Polk County criminal case in Circuit Court does not become a Ninth Circuit case unless it later appears in a separate federal proceeding.

Polk County Lower Courts
Municipal courts are the main lower-court layer identified in the Polk County research. Dallas Municipal Court provides a local forum for minor traffic violations, parking citations, ordinance violations, general violations, and misdemeanor criminal matters. Monmouth Municipal Court handles misdemeanor and violation cases under municipal ordinances, certain state statutes, and miscellaneous matters. Independence Municipal Court handles parking, traffic, and city ordinance citations issued by Independence Police Department.
These local courts matter for records access because OJD search may not show a city ticket. Dallas uses a Tyler Municipal Online Payments search. Monmouth publishes clerk hours, violation bureau rules, traffic-school information, mail plea options, and payment methods. Independence publishes arraignment, trial, traffic-school, and clerk contact information. A Polk County Circuit Court record search should be paired with municipal court checks when the citation or roster entry names a city court.

Polk County Circuit Court Visits
The courthouse hours captured in the research are Monday through Friday, 8:00 a.m. to noon and 1:00 p.m. to 5:00 p.m., with closure on court holidays and weekends. The court also has a special early closure at 4:00 p.m. on the last Thursday of each month. ADA accommodation requests use 503-623-3154 ext. 72449.
Official sources did not publish courthouse parking rates, garage names, transit route lists, or a Polk-specific security screening page. Visitors should allow extra time for downtown Dallas parking and call the court before bringing recording devices, large bags, or items that may not be allowed inside. For criminal hearings, the location matters because in-custody arraignments are across the street in the jail building, not in the main courthouse courtroom area.
